European and national decision makers discuss turning EHDS investments into value

On 2 June 2026, AIDAVA, with the support of its partner i~HD, convened a high level online roundtable of senior EU and Member State decision makers. Participants from Belgium, Finland, Italy and Portugal were joined by representatives of DG SANTE, the OECD, WHO, SNOMED International and Sitra to address a central question: how can EHDS investments translate into tangible value for patients, health systems and society, at affordable cost?

Three themes dominated the discussion. First, fragmentation, heterogeneous standards and data quality issues remain the core barrier, and quality improvement is not scalable without interoperability. Second, the cost of EHDS implementation must not fall disproportionately on hospitals, and reliable cost and volume figures are still largely missing at Member State level. Third, AI powered curation following the "curate once, use many times" model, illustrated by AIDAVA's Personal Health Knowledge Graph prototype validated in four hospitals across three countries, was considered a credible path to value that now requires further piloting.

The roundtable closed with a call for actions, including validating AIDAVA's cost benefit model with Member State input in collaboration with the OECD, developing an EU level semantic strategy together with standards development organisations, exploring how AI can improve data quality at the point of care, and launching national AI curation pilots in real hospital and HDAB settings.

The results of this roundtable, together with the parallel sessions held with patients, hospitals and industry, will be synthesised into concrete recommendations for value generating EHDS implementation.
